John Quigley

Terner is a Distinguished Professor of Economics at Berkeley. He also holds professorial appointments in the Haas School of Business and the Goldman School of Public Policy. He has served as chairman of the Department of Economics and as chair of the Academic Senate. Quigley has authored more than a dozen books and more than 100 scientific publications on issues including public finance and taxation, and on real estate, mortgage and financial markets. He served as president of the American Real Estate and Urban Economics Association and vice president of the Association for Public Policy and Management. Terner’s bachelor’s degree is from the U.S. Air Force Academy; he completed graduate work at the University of Stockholm and Harvard University.
